ICS Form 201, Incident Briefing
EOC Director
Purpose
The Incident Briefing (ICS 201) provides the basic information regarding the incident situation and the resources allocated to the incident. In addition to a briefing document, the ICS 201 also serves as an initial action worksheet. It serves as a permanent record of the initial response to the incident.
Preparation
The briefing form is prepared by the EOC Director for presentation to the incoming EOC Director along with a more detailed oral briefing.
Distribution
•Command and General Staff
•Situation Unit – The “Map/Sketch” and “Current and Planned Actions, Strategies, and Tactics” sections (pages 1–2)
•Resources Unit – “Current Organization” and “Resource Summary” sections (pages 3–4)
• All completed original forms must be given to the Center Support / Documentation Unit
ICS Form 202, Incident Objectives
Situational Awareness and Planning Section
Purpose
The Incident Objectives (ICS 202) describes the basic incident strategy, incident objectives, command emphasis/priorities, and safety considerations for use during the next operational period.
Preparation
The ICS 202 is completed by the Situational Awareness and Planning Section to prepare the Incident Action Plan (IAP).
Distribution
• All supervisory personnel at the Section, Branch, Division/Group, and Unit levels
• All completed original forms must be given to the Center Support / Documentation Unit
ICS Form 203, Organization Assignment List
Resource Support Unit
Purpose
The Organization Assignment List (ICS 203) provides EOC personnel with information on the units that are currently activated and the names of personnel staffing each position/unit.
It is used to complete the Incident Organization Chart (ICS 207) which is posted in the EOC. Not all positions need to be filled. Some blocks may contain more than one name.
Preparation
The Resource Support Unit prepares and maintains this list under the direction of the Planning Section Chief. Complete only the blocks for the positions that are being used for the incident.
Distribution
• All recipients as part of the Incident Action Plan (IAP).
• All completed original forms must be given to the Center Support / Documentation Unit
Resource Support Unit
Purpose
The Assignment List(s) (ICS 204) informs Division and Group supervisors of incident assignments. Once the Command and General Staffs agree to the assignments, the assignment information is given to the appropriate Divisions and Groups.
Preparation
The ICS 204 is prepared by the Resource Support Unit, using guidance from the Incident Objectives (ICS 202) and Operational Planning Worksheet (ICS 215).
It must be approved by the EOC Director.
Distribution
• All recipients as part of the Incident Action Plan (IAP)
• All completed original forms must be given to the Center Support / Documentation Unit
ICS Form 205, Incident Radio Communications Plan
Communications Unit Leader
Purpose
The Incident Radio Communications Plan (ICS 205) provides information on all radio frequency assignments for each operational period.
Preparation
The ICS 205 is prepared by the Communications Unit Leader and given to the Situational Awareness and Planning Section Chief for inclusion in the Incident Action Plan.
Distribution
• All recipients as part of the Incident Action Plan (IAP)
• All completed original forms must be given to the Center Support / Documentation Unit
ICS Form 205A, Communications List
Communications Unit
Purpose
The Communications List (ICS 205A) records methods of contact for incident personnel (radio frequencies, phone numbers, etc.), and functions as an incident directory.
Preparation
The ICS 205A can be filled out during check-in and is maintained and distributed by Communications Unit personnel. This form should be updated each operational period.
Distribution
• All recipients as part of the Incident Action Plan (IAP)
• All completed original forms must be given to the Center Support / Documentation Unit
Medical Unit Leader / Safety Officer
Purpose
The Medical Plan (ICS 206) provides information on incident medical aid stations, transportation services, hospitals, and medical emergency procedures.
Preparation
The ICS 206 is prepared by the Situational Awareness and Planning Section. If aviation assets are utilized for rescue, coordinate with Air Operations.
Distribution
• All recipients as part of the Incident Action Plan (IAP)
• All completed original forms must be given to the Center Support / Documentation Unit
ICS Form 207, Incident Organization Chart
Resource Support Unit
Purpose
The Incident Organization Chart (ICS 207) provides a visual wall chart depicting the EOC organization position assignments for the incident.
Preparation
The ICS 207 is prepared by the Resource Support Unit and reviewed by the EOC Director.
Distribution
• All recipients as part of the Incident Action Plan (IAP)
• All completed original forms must be given to the Center Support / Documentation Unit
ICS Form 208, Safety Message-Plan
Situational Awareness and Planning Section
Purpose
The Safety Message/Plan (ICS 208) expands on the Safety Message.
Preparation
The ICS 208 is an optional form that may be included and completed by the Situational Awareness and Planning Section for the Incident Action Plan (IAP).
Distribution
• All recipients as part of the Incident Action Plan (IAP)
• All completed original forms must be given to the Center Support / Documentation Unit
All Positions
Purpose
The General Message (ICS 213) is used by the EOC personnel send any message or notification to personnel that requires hard-copy delivery.
Preparation
The ICS 213 may be initiated by all EOC personnel.
Distribution
• Contact information for the sender and receiver can be added for communications purposes to confirm resource orders.
• A copy of the ICS 213 must be given to the Center Support / Documentation Unit
ICS Form 213RR, Resource Request Message
All Positions
Purpose
The Resource Request (ICS 213 RR) is utilized to order resources and track resource status.
Preparation
The ICS 213 RR is initiated by the resource requestor and approved by the appropriate Section Chief or Command Staff. The Center Support Section also completes applicable sections of the form.
Distribution
• All recipients as part of the Incident Action Plan (IAP)
• All completed original forms must be given to the Center Support / Documentation Unit
All Positions
Purpose
The Activity Log (ICS 214) records details of notable activities at any ICS level, including single resources, equipment, Task Forces, etc. These logs provide basic incident activity documentation, and a reference for any after-action report.
Preparation
The ICS 214 will be initiated and maintained by all personnel in EOC positions.
Distribution
• All completed original forms must be given to the Center Support / Documentation Unit
ICS Form 215, Operational Planning Worksheet
Operations Section Chief
Purpose
The Operational Planning Worksheet (ICS 215) communicates the decisions made concerning resource assignments and needs for the next operational period. The ICS 215 is used by the Resource Support Unit to complete the Assignment Lists (ICS 204) and for ordering resources for the incident.
Preparation
The ICS 215 is initiated by the Situational Awareness and Planning Section and involves the Resource Support Unit.
Distribution
•Resource Support Unit to assist in the preparation of the ICS 204 and for preparing requests for resources required for the next operational period.
• All completed original forms must be given to the Center Support / Documentation Unit

WCEMA NQS Implementation Plan
This is the plan submitted to IMEA-OHS regarding the plan to implement the National Qualification Standards at the local level.
WCEMA Emergency Operations Center Qualification System Guide
This guide establishes the standard minimum qualifications for specific emergency operations center-related positions. The Williamson County Emergency Management Agency will use this guide to qualify, certify, and credential emergency management and support personnel. It ensures personnel deploying locally or through mutual aid agreements and compacts that personnel have the capabilities to perform the duties of their assigned roles.

Distance Learning
The Emergency Management Institute (EMI) offers self-paced courses designed for people who have emergency management responsibilities and the general public. All are offered free-of-charge to those who qualify for enrollment.
IS-700.B: An Introduction to the National Incident Management System
This course provides an overview of the National Incident Management System (NIMS). The National Incident Management System defines the comprehensive approach guiding the whole community – all levels of government, nongovernmental organizations (NGO), and the private sector – to work together seamlessly to prevent, protect against, mitigate, respond to, and recover from the effects of incidents.
IS-800.D: National Response Framework, An Introduction
The goal of the IS-0800.d, National Response Framework, An Introduction, is to provide guidance for the whole community. Within this broad audience, the National Response Framework focuses especially on those who are involved in delivering and applying the response core capabilities.
IS-100.C: Introduction to the Incident Command System, ICS 100
ICS 100, Introduction to the Incident Command System, introduces the Incident Command System (ICS) and provides the foundation for higher level ICS training. This course describes the history, features and principles, and organizational structure of the Incident Command System. It also explains the relationship between ICS and the National Incident Management System (NIMS).
IS-200.C: Basic Incident Command System for Initial Response
IS200, Basic Incident Command System for Initial Response, reviews the Incident Command System (ICS), provides the context for ICS within initial response, and supports higher level ICS training. This course provides training on, and resources for, personnel who are likely to assume a supervisory position within ICS.
IS-2200: Basic Emergency Operations Center Functions
The Basic Emergency Operations Center Functions course is designed to introduce the role, design, and function of the Emergency Operations Center (EOC) and the supportive relationship as a NIMS Command and Coordination component of the Multiagency Coordination System.
IS-2901: Introduction to Community Lifelines
IS-2901, Introduction to Community Lifelines, introduces the Community Lifelines construct, an outcome-driven response structure used to achieve incident stabilization. This course provides an overview of the seven (7) Community Lifelines, including how they promote the importance of situational awareness, prioritization of response efforts, and decision-making processes during a disaster response to work toward incident stabilization.
